Vinyl makes more sense in the new southwest subdivisions than in the older parts of Sherman, and the reason is the ground rather than the look. Permits and height limits

Sherman sits close to the line where the Blackland Prairie meets the Eastern Cross Timbers, and that boundary runs through the city rather than around it. East and south of the centre the soil is the dark, heavy, high-smectite clay that gives North Texas its foundation problems — it swells through a wet spring and shrinks hard in an August drought, and it grips a post while it moves. West and north the profile shifts toward sandy loam over a clay subsoil, which drains far better and holds a post differently. This is why a single post depth for the whole city is wrong. On the clay side, posts go well below the layer that moves and the base of the hole is belled so the footing cannot be lifted.
HOA and covenants
The older parts of Sherman largely predate homeowner associations, so on those streets the city rules are the whole story and the practical constraint is what the neighbours either side already have. The newer subdivisions on the south and southwest edges are a different world — most were platted with covenants that specify fence height, material, stain colour and which direction the finished side faces, and several require board approval on a submitted plan before anything is built. Two houses a mile apart in this city can be under completely different rules.
Wind and exposure
Most of Sherman is sheltered by the surrounding built environment, so wind is a smaller factor here than on open ground north and west of the county. The exceptions are the newer subdivisions on the southwest edge, where blocks are still filling in and a fence can stand fully exposed on open ground for years before neighbouring houses arrive to break the wind. An eight-foot solid fence on one of those lots carries far more load than the same fence will in ten years, and it has to be built for the condition it is in now.
Housing stock
Sherman has an unusually split housing stock. The streets around Austin College and north of the downtown square hold frame houses from the early twentieth century on deep, narrow lots with alleys behind them, where fence runs are long relative to lot size and often border three neighbours.
